Center Made Aadhar Mandatory for Free Gas Connections under Pradhan Mantri Ujjwala Yojana

Under Pradhan Mantri Ujjwala Yojana (PMUY), the women of the families below the poverty line will need to enroll for Aadhaar by May 31 to be able to avail themselves of a free LPG connection.

Earlier, the petroleum ministry has made this mandatory after making the 12-digit identification number compulsory for subsidized cooking gas cylinders under its Pahal scheme.

The government has made Aadhaar mandatory for nearly three dozen welfare schemes such as the midday meal scheme over the past one week.

Prime Minister Narendra Modi launched Pradhan Mantri Ujjwala Yojana at Ballia in Uttar Pradesh under which the government aims to give five crore LPG connections to BPL families by 2019 while absorbing the cost of Rs 1,600 per connection.

Around 1.67 crore free LPG connections have been released under the scheme, which is among the more successful schemes of the Modi government and has had an impact, especially in Uttar Pradesh. The move to make Aadhaar mandatory will impact nearly 3.23 crore BPL women who are still to benefit from the scheme.

On Monday, the Minister issued a notification which states that beneficiary desirous of availing the benefits under the scheme, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar shall have to apply for Aadhaar enrollment by May 31.

The official said that the government is set to make Aadhaar mandatory for 50 more schemes within this month, a senior government official told ET on condition of anonymity. “More than 99% of adults have an Aadhaar in the country now. Only a minuscule number is without one for giving benefits under various schemes. The same will be enrolled by May 31.

Official said that there has been no legal challenge to Aadhaar being made mandatory for LPG Pahal last year.

He said that the BPL households will anyway need Aadhaar to get subsequently subsidized cylinders under the Pahal scheme, so adding Aadhaar requirement to PM Ujjwala Yojana for the first connection is a natural corollary. This will enable the government to ensure the correct beneficiary gets it.

During this, an official of the Unique Identification Authority of India, which issues Aadhaar, sought to address “misgivings” about Aadhaar’s applicability to the midday meal scheme, saying the move will ensure proper delivery of midday meals in schools and lead to several other benefits such as monitoring attendance and dropout rates in schools.
